Feel like Ive been completely wrong about something and im lost.

One of my heavy ships is just rollin' round with 1% and nothings happening. Moving or docked. Was I wrong all along and the % doesnt represent the damage the boats are taking? Cant repair them in docks?

Yeah converted the 867 start from CK2. Gonna play as Byz on hard and giving the AI a bonus. Time for a serious game, I haven't played any country for more then 5 years so far.

Low naval maintenance: no repairs
Low army maintenance: regiments don't get troops back (i.e. your troops that suffer attrition or take losses in battle won't get back to full strength)
Both: lower maximum morale, won't start recovering to the "real" maximum until you re-up maintenance

I usually leave army maintenance low but not quite at 0 during peace so that it will (very slowly) recover morale/troops from things like rebel hunting and the like.
