I'd guess some sort of reduction for AoE/multitarget damage is more likely, but who knows. Maybe I should record a short clip at some point and go through it in slo-mo just to see if I'm imagining it.
I think the lack of good lifesteals is a design choice, but if the amount is shown in %s and it's actually smaller than it shows, then it really sucks.

it's probably a design choice, just like potion cooldowns, and I don't think it should be fixed. But if my feeling is right that the actual lifesteal is smaller than tooltip says, the tooltip should be fixed.
Having "working" lifesteals would mean they'd have to completely revamp the difficulty levels, normal-hell would become ridiculously easy if you could have 10%+ lifesteal.
