You should always focus on bounties, even when in a faction.
However, I'd personally recommend to delay joining a faction until your vanguard and crucible is at level 3.
I made a switch somewhere early, then back again (because I wanted crucible rep), and sat on 200 vanguard marks for a long time until I could spend them.
It is somewhat slow in the beginning to get beyond 20, then slows down again around 27/28. Don't bother beating strikes just for better gear - it'll take ages for a marginally better drop - do it for the other goodies like mats, ascendants and coins. Aim to hit vanguard/crucible reps and then spend those marks to up your gear.
By doing as many bounties as possible, you have a higher chance of getting exotic weapon bounties.
Check for the latest players list somewhere in this thread, add your PSN to it. People always happy to form a fire team and help each other out.
I'll need some assistance some time next year after getting the 500 spread with void weaps in crucible. :P
