Don't worry, they were one shotting me too! but I was being a little cavalier since there was two of us and the no-respawn area is sop short in that mission.
Thing to take note of is there is nearly always "Arc Burn" modifier enabled on Queen mission Restoration. You can see it if you tap touchpad and bring up ghost, it's a skull with like a spiky wheel (the arc symbol) in the middle. This means arc weaponary deals +300% damage, which unfortunately for us is most Dregs, Vandals and Shanks. So the little minions pack quite a punch - but so do we, if we equip the right weapons! Fit an arc sniper, preferably rocket launcher too, and carry a secondary ammo pack so you can refill if need be. Two or three arc rockets to the bosses face will finish him, but you can take it careful and hang back at the entrance with arc sniper and kill everything solo without too much fuss.
The queen missions are 24 heroic (maybe epic?), so yeah they are tough if you are under levelled. but using appropriate burn it should be possible from 22 up I think.
