I made this mistake as well at first. The levels, by difficulty, are grouped by their second number, not the first, so all the X-1s are comparable with each other.
Makes finding some items and vendors easier than it looks initially.

With upgrading, I used the wikis to figure out what upgrades did what and go from there. I played a hunter, and am playing a strong magic element as well, so I upgraded the crap out of my Dragon Long Sword +1 to have a good fire weapon to go with the Soul Ray spell. It's been an excellent combo so far. Also, I have a Mail Breaker +9 for close combat stabbing, and am in the middle of upgrading the Estoc for similar use with more range. Upgrading really depends on what style you like to play.
