I'm guessing you know about making sure the game dvr is off. There was another thing that you had to turn off to when the creator update came out, can't remember right now but I'm sure I put it in this thread a month or so ago.
Other things you can do....
Delete your config make a default one.
Reinstall CS
Run CS with minimal applications open.
Also whats your CPU/Memory/GPU like when running the game?
I'll try and find a video I watched to help my lag/fps loss which actually worked wonders.

DVR shouldn't be a problem, I don't have the xbox thingy installed at all.
I changed the MSAA to 4x instead of 8x. I think it helped a liiiittle bit but not really had much time to play since so I'll have to check this weekend.
Definitely feel like I'm not getting the FPS my rig deserves. Getting about 200-260 when playing faceit. Sometimes goes as low as 150 when DMing big 128ticks servers.
I'll have to check about my memory/CPU over the weekend as well.

Getting back into the game.
When I go for a kill tree room I drop as low as 150fps, which seems ridiculous to me. I don't know if you can gather any other valuable info from the numbers flickering at the bottom of my screen (sv, var, etc.)
