That's just an example of the problem of having no seeding. They already played in round 2 of the swiss. Its possible in this system to have crazy variance in the strength of opponents in the swiss and the bracket.
The swiss should really be a triple elimination bracket that is seeded.
Valve is avoiding it because they want this whole minor/major legends, challengers,etc system to be meaningful.
Under this sytem you can beat 3 of the worst teams in the swiss and then beat 2 mediocre teams in the weak half of the bracket to make the final. Meanwhile the best teams in the world battle it out among themselves.
