not sure what you mean tbh.
So you got 9 possible basic items that you dont need to draft, kinda like the basic heroes.
Usually the basic 3 gold swords and 3 gold cloaks(especially) are actually way better than the average item (it helps that theyre cheap to cycle, and to pick them up after first round cause you usually dont have much gold after 1 round and it can help you get more kills or save a hero on turn 2 and snowball or hold on a bit).
there are also item slots on each of ur heroes if you didnt know, one for health, one for armor and one for attack. They can be replaced if you put one on top of the other, but you of course lose the first items effects.
So usually you want something like 3 basic cloaks, 2-3 basic swords, then you add the few decent item you might have picked like stonehall cloak, revtel ring, bracers of sacrifice (tricky to use but pretty cool) helm of domi ( if you got a lot of hero killers or gold mechanics), blink dagger, hourglass, demagicking maul.
then stonehall plate and assassins veil or phase boots sometimes
after that tier everything else is basically bad tier.

And of course sometimes the secret shop will offer you items that would be "bad" to draft, but might actually be perfect for your situation. Consumables are very very good too ( a well timed portal scroll to bail on a lane to go defend or all-in another next turn - death takes 2 turns to comeback but portal comes back right away - is often the difference between win or lose). Id still pick a lil 3 gold cloak over a 3 gold potion in most cases but it depends.
