Typical short stack fish play.
Most of the time they have lower pocket pairs.
Because UTG flatcalling with a vilain in the middle he capped his range.
Tough spot fore sure.

I would call short stacking fish can have a lot of hands you beat and like the post above me says UTGs range in capped

Yes I think all-in is a bit better, we really want to push UTG out of the pot and be head-up vs BTN goofy range
