Tens make more straights I guess is the difference.

But like others have said it really makes no difference in practice. In-game, if you think villain is on the tighter side you fold, if you think he's on the looser side you call.

Pretty sure it would be more related to UTG 4b bluff range having more suited jacks in it, thus TT blocks less bluffs than JJ.
