The board texture in hand one is such that it hits alot of his range. People play mid suited connectors all the time oop and cold call all the pocket pairs that hit sets. 3-betting lets him shove over the top and I guess we have to call but we will never have better than 36% against the range so we are burning 1/2 to a full buying to win that pot.
Hand two would actually be a better 3-betting hand b/c he either had KT or bottom set or a draw. His range will be much more heavily weight toward draws when he raises.
I still prefer a call in both hands because the hands he raise folds are mostly smaller flush draws which we want to keep in.
