Top 10% of HJ's range simply doesn't have enough EQ to bet expensively against BTN.
I think if you remove half+ of the 55/QJs BTN combos, HJ will start betting more expensively. On QJ2r BTN has less often set and flushdraw, and HJ starts to bet 50% pot and a little 75%.
On a blank turn if that X-X if that's what you meant, BTN bet his nuts flop and therefore EQ of hands like QK+ increases considerably for HJ, hence the possibility of overbetting them.
As for BTN's betting strategy, he has quite a few mediocre hands like TT-77 that don't want value or bluff and a deficit of hands like Jx or Q9s in the mid/high ranges. So he naturally wants to polarize.
