Should my planned action dictate my bet sizing at all. In this hand I plan to fold to a raise. Should I consider that when deciding how large my sizing should be?

You can raise turn. These small donks are usually weak SDV or some kind of draw, you dont need to worry about 6x he just cant have it that often after calling preflop 3bet.
River you just size up as big as you think he can call with weaker. If he is a station i guess this sizing is fine.
