Not sure of the specifics of this article, as I just found it now with google, but it might help you a bit. http://www.pcadvisor.co.uk/news/index.cfm?newsid=10193

My last address I was at, I eventually had a tech come out from my ISP and use a handheld device to test my line signal. They eventually came out to my area and put a signal booster upstream of my address and ran a new feed from the pedastal all the way into my trailer to cure it.

Turns out I have a shift @ 10AM-12PM (I'm a RA at the dorm I live in and I have a few of these non-traditional desk shifts during Mardi Gras time)
