That said, the initial ruling is correct if she showed the hand to a player yet to act. If it was a player who folded, then the proper procedure is to segregate the hand and show it after the hand is over. As for the rest, if the owner has the bankroll and the muscle, he should tell them that the money in the center isn't there's anymore and stop touching it.
Of course, if he doesn't have the ability to enforce re-payment, he'll have to look at this as a huge spew and vow not to do it again.
