The rounding's should go 50% of the time in favour of the players and 50% of the time in favour of the site, on average, in the long run. It shouldn't be always 100% in favour of the site. It might seem like only a penny here and there, but there will be many thousands of occurrences of this happening each day across the player pool that it would actually still be a nice little money spinner for Stars.
If they used the 'rounding half to even' method, then that would be fine.
Your example of buying in for one cent doesn't seem right because isn't the minimum buy-in always a lot higher than that, like for instance the minimum buy-in at $2NL is $0.80.
