I think I should've bluffed this hand on the river because he will fold hands like A5s,A4s,44,55,66,77 and other flush draws but he never folds a J on this river so I wasn't sure

You should exclude results from your post, it'll skew answers I fear.
I find your turn bet weird. Not completely sure but I feel the 9 is more helping his range than yours. Betting smaller does not prevent you to bluff the river if you wish so.

River is a bluff in theory.
Good rule of thumb is bluff our missed straightdraws that unblock flushdraws.

Preflop I don't like 3 betting, BvB should be more polar and QTs plays very well as a call imo.
OTT Betting this size is fine. But I think you have to be careful deciding what hands you want to select to bluff with and keep your frequency in check. If you are 3betting polar BvB you are going to have a lot of Kxo, Axo, Qxs, and Txs that really wants to bet big on this turn in theory.
I'm definitely jamming river.
