I feel like when villain raises on river in 2NL, villain is really strong. V is probably not reraising with a hand worse than top two or raising as a bluf.. I think a check call or bet fold on river

Agreed. I think at these stakes this is almost never a bluff (for this sizing). It's either a better hand or a hand that incorrectly thinks it's better, but almost never a bluff. Bet/fold is way better than check/call though.

You should be betting ~17-18 and folding to a raise. As played it's close in terms of call/fold. The pricing is incredible, but at these stakes, I don't hate a fold. So if it helps, I don't think it's a big EV difference either way between call/fold.
