I think we have a call.
We need to be ahead 29% of the time.
After our check, he can bet two pair worse: AQ, ATs, KQs, KTs is +/- 5 combos.

A small block bet on the river would also work well I think.

Doubt he has KQ here ever, KTs would make sense,AQ,AT probably raises flop, QJ,AJ,maybe KJ. I think it's rare to see these two pairs bet the river so I would fold this.
