Is it true that most NL400 players and above only play fish and dodge most regs?

I see a lot of people just sitting there not getting any action it appears, do they just wait for hours until a fish sits? Referring to FTP...

you owned me pretty bad the only time i got in in decent was when i flatted your 4bet and my aa<86 when u flopped a dbl gutter and binked 150bbsish deep.
