because he's capped? I don't think villain played this hand well (flop is too big and river seems like an obvious call vs. this size) but river sizing is probably one thing done right. If villain has NF or full house jam seems to me to be clearly the best sizing. You're almost never getting that stack with a smaller raise because BB has hardly any river 3-bets.
