Yes. Small donk bet from villain on the flop usually means he's got a piece of the flop or trying to buy a cheap draw, so at least has a T or J, unlikely he has Q since Q9-QA would play this differently.
Therefore when the second J hits, I would be playing this cautiously in position, and even more so when the T hits river; there's nothing left in his range you can beat.

Well played, except for raising the second donk minbet OTT. If it were a brick, a raise is fine, but if the board pairs, or like an A, K or 9 comes, just call the donk bet and exploit villain's idiocy, since they're probably going to be ahead on such a turn.

I like more the turn call because it keeps a small pot. On this board it's very scary you don't have that much equity it's like 50/50 and probably evaluate on the river you are basically scared of a T, A, 9 if one of these cards come if he bets big fold if not check back. If a blank card comes call he could bet worse. And the pot will be smallish.
