I’d fold because they’d have to either

Bluff a missed flush draw
Float air on the turn
Or bluff with low pairs which have check EV against your give ups

Which I think people won’t do enough, and they have a lot of 2 pair+

Without looking at a solve, this seems like one of your best bluff catchers because you block both diamonds and 98, and it seems like a bad spot to overbet with 2pair when there is both a flush and 2 different straights out there. I'm also guessing villain is supposed to bluff with some missed hearts in this particular spot just because there aren't many other bluffs to have on that particular river. So I'm guessing its a call in theory (correct me if i'm wrong / i might check in GTOwiz in a sec) But in practice maybe they always have a flush or KQ idk

Flop is more of a check. This hand doesn't have much incentive to bet.
Ap- You could block bet river imo. Vs jam i think folding is fine, but you have good blockers so if you think he'll find enough bluffs it's a call.

The Wiz sim was interesting. I think the most useful part of it was seeing that, while it used 5 different sizes OTT as its wont to do, the 3/4p size was the least used besides the giant overbet size (3/4p was like 7% of range whereas halfpot was 20% and 1/3p and 5/4p were both 17%). Which is suggesting to me that if we're constructing our range ott with just 2 sizings (as I am wont to do) we would want 125%p and then 1/2p or 1/3p (so that you can comfortably keep betting with hands like KJ and QQ, which want value from draws) and this hand would go into the smaller size. I looked at river results for both the 1/2p and 3/4p turn sizes, and in both cases I was mostly wrong about the missed hearts thing - it does bluff with a few of them, particularly ones that block straights, but it much prefers turning 3x and even some 7x into bluffs. Anyway, in both versions of the river it slightly prefers blocking to checking with your Ah9d, but in the 40% or whatever that it does check, it calls 100%. For whatever that's worth, because as itsyaboi said people might not be finding enough of those low pair bluffs.

But yeah, I had to approximate your hand with Ah9d OTR because as haizemberg said, it never ever bets any other Ax9d otf.

Thanks for your detailed response. The reason I went bigger ott is because villain has so many worse Ax that wont fold because its BvB. Point taken, though!
