Not sure at 25NL but at 5NL I am always calling this. I expect to see AK a lot or 99-JJ, but there are enough fish that show up to jam a stack with any suited A in the first 30 mins that I can't fold.

I researched situations where a fish limps/shoves with an effective stack of 80-120bb.

then we can call profitably with JJ+, AKo.

Very strong line, but not willing to fold this against a rec who still potentially could be an actual whale

Villain more likely has a strong range for sure, but something close to what slyless suggested, and that's really the worst case scenario too - no reason to fold JJ or AK here, especially when you consider the spazz equity

They very often have the same hand, sometimes a spazz (AJ, AQ, 77...), sometimes a good pocket pair up to AA. It's a not-too-enthusiastic call for me.

If I was a betting man... and some might say I am, you're going to be looking at mid pocket pairs here a ton vs rec fish like this. It's a pretty std call for ~100bbs.

I would probably lean toward fold in this case, unless you've seen him do a bunch of crazy stuff. it seems like a super thin spot at best, and your EV of having him on the right is probably better than this unclear situation. If you lose the hand he's just going to hit and run.
