I think tiny flop raises are a really polarising action from bad players. They're either a sign of strength or a half-hearted attempt at a bluff. The turn action will typically tell you more (often if they're weak they just give up at that point). In this case the shove would make me lean more to this player being strong.

Smaller cbet would be more standard on this flop.
I guess main problem with calling is that he could flat AKo pre this deep. I don't hate calling seems very close to 0 ev.
