then why raise turn when 2pairs made boats and Q9 is snap folding

You dont raise the flop when youre likely ahead and can easily get called by worse, but you 4b shove the turn when the board pairs and youre likely behind. Seems pretty backwards to me.

But there are many Kx hands which calls the shove on the turn but would call a 3bet on the flop I think?!

A raise on the flop could get Ah x type of hands out tho.
But I think calling is good.
When the king comes on the turn I wouldn't be too happy to get it all in against 2 other players. I would raise the SB kinda smallish to try and freeze the action, if that doesn't work i'm done with the hand. I suck tho.

raise flop, any heart, board pair is bad for your hand on the turn, small flushes should be played fast especially multiway
