Only had 60 hands on villain, he seemed very tight passive.
I didn't want to 3bet preflop because of his low pfr and didn't want to isolate myself against hands that beat me.

On the turn I didn't c/r because better hands aren't likely to fold and he doesn't have much tens in his range to give us value.

On the river even KQ beats us, should we lead out here? Can we believably represent a ten here and if so how much should we bet?

Check/fold the river if he bets. Your read is tight-passive so he probably checks back a lot of big hands and rarely fires a bluff. His bluffing range probably beats you anyway. His calling range crushes you.
