UTG: $1.34 (67bb)
MP: $3.07 (153.5bb)
CO: $2.24 (112 bb)
BTN: $1.43 (71.5 bb)
Villain (SB): $2.04 (102 bb)
Hero (BB): $3.05 (152.5 bb)

Had played with Villain before and pegged him as a fish who was calling down too light. No specific reads on his betting tendencies.

Preflop: Hero is BB with Kc Qh
Folds to SB who limps, Hero raises to $0.06, SB calls

Flop: ($0.12) Ks Qs Jc (2 players)
SB bets $0.12, Hero calls $0.12

I considered raising but eventually decided to flat. Is flatting or raising on the flop better considering SB might call with worse hands?

Turn : ($0.36) 5d (2 players)
SB bets $0.34, Hero calls $0.34

River : ($1.04) 8s (2 players)
SB bets $0.99, Hero??

River fills up the flush draw and a triple barrel seems to indicate a strong hand. What would the best course of action here?

I'd raise flop. Ax, Kx, Tx and FD will probably call.

So assuming I raise the flop would I be trying to GII on turn/river given no scare cards come?

You could raise flop, it's not bad but likely just results oriented.
Calling down is fine and good
