A c/r on the turn is bad news. Without reads, this is usually a set. If you plan to continue with the hand, you now want to see the river as cheap as possible. Therefore, the raise is the wrong move. Call if you want, but I'd fold.

The river changes nothing. If you thought you were ahead on the turn, you're still ahead on the river. If you are ahead, you should at least call and probably raise. The fact you are questioning it means you don't believe you are ahead.

At the micro level, bets on the turn for the most part reflect the actual strength of the person's hand.
