I don't think there's value in betting the turn.

River is weird. I probably call and hate myself when he shows T9ss or 88.

the fishier he is, the more flushes he has, the tighter he is, the more likely he is to fold everything worse, betting turn is thin at best

Kx is may be a part of the villains range, but you also have to consider that a few Kx hands are made flushes and some others are two pair.

A better hand won't fold to the $4 bet, and only a very small subset of his worse hands will call it. It's best to check back the turn.
