Pre is a little loose. Once everyone calls you're in a very precarious position. As played fold to the reraise.

There are still 3 players left to act, villian only has 62bb so I hardly find it fine to play it post in general...

Just call flop leading bet imo.
Again there are players left to act and also villian (regardless of his fishy style) is not going to hold a weak range leading into too many people.
Try to calculate that on Equilab, that can give you a better idea and feeling of just calling the lead.

Opening A3o in the CO with a limper is pretty loose.
I would call facing the flop lead because your hand is really not strong enough for you to be comfortable getting action from any of the non-UTG players in the hand, if one of the blinds calls or raises you're flipping at best.

Your raise size is extremely terrible because it makes it impossible for utg to fold regardless of what he has so you can't really bluff with this line, even his ****ty high card flush draws are priced in. Also, if you minraise here, you need to be doing it with a plan for what happens if you get raised!
As played you're in a super terrible spot that you basically put yourself in. If we magically get here, I do think a call would be -ev, but since poker isn't a vacuum I would call just because I can't think of a worse play than minraising with a hand as strong as two pair and then folding to a normal-sized shove from the only player who could possibly have hands where you have better than like 45% equity.

Both options suck but your real problem is your flop raise.

I actually think the worst play in the hand is raising a monotone flop. c/c one street is standard with plans to c/f most turns.
