Raising flop would be atrocious

Fold turn.

Fold > Raise > Call river.

raising flop or turn is pretty bad
calling down is meh but not a huge mistake when he makes it that size

It is if you're never winning pot.

When he makes it that size on river it's pretty obvious he has hero beat, no bluffs do this and no value hands do this.

100% beat.

then you should always bluff 20% of the pot and make people fold pairs

You should if you ever find that type of person playing, however GL trying to separate these players from the drivel.

Also people don't bet small with bluffs at 10nl. They usually bet big unless they are fish just clicking buttons.
