That's good you came to that conclusion on your own. My coaches advocate a 1 size flop/2 size turn/2 size river strategy as a general rule and this hand is no different.
Like you said, if we have sets we don't want to overbet shove to isolate ourselves against Villains strongest parts of his range so a smaller bet makes sense.
And an overbet makes sense when we are bluffing/have the nuts to maximize fold equity/maximize value.
