CB is massive on a super dry board in multi-way pot. 1/3 CB on flop is more than big enough.

I wouldn't say it's massive, it's prob slightly safer to cb 1/2p than 1/3p to avoid overcalling, maybe get them to fold that little bit more overcards.

The villain IP should float extremely often if you bet small on that board. Whether that happens in reality is another matter, but I think half pot is actually closer to optimal than 1/3p for this situation in theory. You could also check your entire range, although it makes playing 99 a bit trickier. With 99, betting half pot to make villain fold random overs probably has more upside than using a different size or line.

I'm fairly sure he shouldn't, not only is he lacking the strong overpairs but he's also not last to act. 1/3 pot is big enough imo, could even go smaller.

Because if you're ahead you usually lose your customer, and if you're behind, you're bloating a pot OOP that you're unlikely to win.
99 can basically only beat small pairs and bluffs on this board, so checking keeps the bluffs in, and often means you get to showdown in a pot that is closer to the size your hand-strength warrants.
