I would just call the river. Looks more like a scared kinda bet that might not call a raise but then again it might be a bluff inducer. So raising wouldn't accomplish anything useful.

I'm fairly certain (or at least that's how some fishes would play those) he has Jx or possibly Tx with a high spade, but those don't necessarily call a raise on the river but do on the turn.

It might also be JT who's afraid of the spades but since turn or river didn't counterfeint his hand raising QQ would be foolish.

I'd also like to know what hand he plays that way, that information is worth a bit in the future hands.

I think it's very close between calling and raising small, like to 15-20 BB max to get called by Jx. Maybe call is slightly better
