Villain is unknown. Flop he bets very small so i decided to just call his bet. I don't think that he would bet any strong value with this sizing and also i block a lot of his top pairs, so my plan was to call flop and to shove vs turn 2/3 pot size bet. Should i raise him on flop or calling is ok? OTT he continues to bet small, so i decided to raise him up and he called. River is T and now i'm thinking that i missed a clear value bet, all his JTs he would shove on turn, so his range on river smth like 2 pairs, TPTK which i heavyly block and busted draw. Some of his straights i guess he would donk OTR, because i will often check back on this runout. Guys what do you think? Did i miss value bet OTR? and should i raise his flop bet?

raise the flop because you have top set on a wetish board where fishy villains love calling far too wide

bet river because you get called by lots more than just Jx

Given that there are straight draws an villain leads out, I'm raising the flop since the bet is so small.

It might be thin but given the fact that he didn't 3-bet the turn, it's hard to put him on JT (especially seeing the T on the river). If we rule that out, AJ is about the only likely holding he can have that beats us so I'd probably bet ~$1. Plenty of two pair type combos he calls with.

Flatting pre is fine.
You want to stack his AA/QQ/AK, don't you? Raise flop, not the turn. That 6 on the turn is a blank, so it makes little sense to raise there.
River check back is OK. I don't think you can rule out AJs/JTs or JJ. But you can jam if you think he sigh-calls aces and AK.
