Flop pair+draw vs fish donk

Villain is a fish but no relevant stats.
I know this would be a good flop call because we have a top pair and nut flushdraw but I decided to raise. I don't like it because the TP is not the best here and if I raise he fish will fold hands that he could bluff the turn.
If I call on the flop I also call the turn but fold on the river.
