What range are you putting the villain on and what are you repping? The 4h isn't a scary card. Villain likely has a Jack here or middle pocket pair and not sure if he's going to fold that. Obviously if he has trips he's snap calling as well. On a J55 rainbow board, if they end up calling the flop, hard to triple barrel when it runs out like this. I know it sucks and no one wants to give up after 3-betting and c-betting the flop, but not sure this villain goes away.

Yeah i put him on pretty much AJ, maybe KJ or some stubborn 99/TT but thats pretty much it. Do you think villian will call a jam with AJ? Because i dont think i would.. I can easily have AJ and QQ to AA when i jam river. AP i checked it back and V showed KJs which makes sense but he probably would fold to my river jam with that.

It doesn't matter if you or me would, it only matters if he would. At micro limits there are tons of stations, which is why I hesitate to get too crazy with bluffs. If you have any reads that he's capable of folding top pair on a board texture like this and will put you on QQ+, then go for it. If not, it's tough to say.

not a bad combo to barrel because it has relevant blockers and poor sdv
the idea is you don't bet turn with 100% KQ combos
whatever KQ gets to the river this way should be shipping, but it's ott you should be aware of this and decide at that point

would go bigger turn

Agree here, so it could be better to 2nd barrel those combos holding a club?

I'd 3B preflop 1 in 5 times or even less often...

I think it's probably fine at some frequency. As far as I can tell, it's not a snap-shove, or an obvious give up. I can't immediately think of many other combos that make much more sense as "obvious" triples.
FWIW, I usually flat KQo pre in this spot, although 3-betting must be quite +EV too.
