For the river raise, I think I can fold out small flushes because his bet seems weak, and his JT and 7X will call. But I don't have flush blockers. Is it ok?

Just call river. You have a high/mid-strength hand that beats all bluffs and a few thin value hands, but can't fold out better hands if you raise.
Your river check-raises should be flushes and hands that can't call, so are turned into bluffs. e.g. you might turn AT with the ace of spades into a bluff. Except in really rare spots, turning a straight into a bluff isn't really a thing.

What was your plan for checking river? What hands does he stack off with on a 4 straight, 3 flush board that don't beat or at least tie you.

You make him play perfectly and only get called when you are beat.

I wouldn't turn a straight into a bluff otr, just xc.

I think overbetting turn is a valid option.
