why not 3bet flop? Villain should be continuing with most hands and there are many bad turn cards where we are not sure.

We nearly have the required equity to make a call without making any money at all on the the river.
Even if the board pairs I'd still expect Villian to value bet nut flush on the river a decent percentage of the time

I think the flop bet is too big. It's really hard for villain to continue on that board, particularly when you block top pair so much. In most cases you should use small sizes on monotone boards. You don't particularly want to get all in for 200bb on this flop, but if you bet small and get raised, you can call down and at least give yourself the chance to boat up. Betting smaller also "forces" villain to peel at least one street with hands like red tens or jacks.
