so i think i can raise flop here pretty balanced and turn villain a bit more face up than he would like. I think he ought to defends some Khi/Qhi broadway overs that he simply isnt finding. So we create a range imbalance for him of 45, 56, 7X, FD and A hi.

on the turn i x back planning to catch on the river thats not an ace. I figure if he checks then he probably has a 7 and ill go for another value bet. But this riv seems a bit thin.

Personally, I wouldn't bet turn, but I don't think it is bad. I just like these types of hands as either bluff catchers otr or thin value. I think once the FD gets in, you're in a similar situation to the A getting in, although the A is probably a little worse for your particular hand, but villain would be much more likely to value bet the A if he has it, whilst he may x a higher proportion of flushes. I think given how thin the value is (villain won't have that many worse 7x, maybe a few 44-66), and the fact the river increases villains continue range vs a bet a fair amount, if you do go for thin value, I think a 33% (50% at a push) pot sizing would be the most I'd be comfortable going for. To break even with the bet, at 50% pot, I think you would need for 1/4 of villains continue range to be behind your hand and to call, and I'm not convinced that is the case (assuming all hands villain folds lose to you).

Would prefer to flat the flop with this specific combo (as well as the Qd7d) and raise with the Qc7c combo.

The purpose of the flop raise is to deny equity to villain's overcards and flushdraws. To continue that on the turn without value owning ourselves too much we need to bet small.

As played, a river bet is too thin as we will be checking back the turn with some flushdraws anyways.
