I have around 725 hands with this V and he looks like a pretty solid player.
PFR 16% (10% from EP).

I think this should just be a call pre against a tighter than normal range.
I'm not great with ranges yet and I decided to check back this flop because I wasn't sure if he has many Q's here and I wanted to see if he would bet turn with smaller pairs.

I think after my flop check I am under-repped and should call this down right?

First off, I'd 3bet at least a little larger pre. Personally, I never 3bet less than 3x the open. The flop is very favourable for your range, so I'd definitely go for a 1/3 range cbet. As played, turn I think you could consider a raise, but I think calling is my preferred option. River, this is a definite call for me. Villain could be taking this line with some lower Ax (your pf sizing does incentivise calling, so it isn't out of the realm of possibilities that villain called with just about all his Axs), and he should have a decent amount of potential bluffs with missed fd and gutshots.

A limp in front of us incentivized us to tighten our raising range, not loosen it. So, I’d be looking to flat pre here with position, especially against a 10% pfr range. When we raise and they call, yes their range is capped, but it also contains many hands that are ahead of us preflop.

This is a flop texture that, I think, warrants a bet (and a relatively sizable one at that.) there are two Broadway cards and a flush draw, so your strongest hands would be looking to deny equity here. Top pair with NFD really benefits from building a pot here, especially since, as pjj said, your sizing incentivized them to call pretty loose. So they have many worse aces in their range.

As played, the turn doesn’t make much sense to raise with the line you’ve taken so far. You’re probably ahead and have plenty of equity if you’re not. Let them take the lead, as you did, and realize your equity.

OTR mdf says you need to defend 59% of your hands. Is AT there? Idk. I don’t think it should be in our 3! range, so it’s hard to know how wide you’re opening. The only reasonable missed flush draw they might have is KJs, but is a 10% pfr raise calling that hand? Probably not. While I thought you were probably ahead OTT, I’m just not sure. I think this is a marginal hand. It’s probably in your top 60% of hands so calling isn’t a terrible call, but your hand and the board block most bluffs that are reasonable. So that argues fir a fold.

All in all, as played, I probably sigh call.

3-bet should be a bit larger.

Flop and turn looks good to me.

River I'm just sigh folding. Looks like AJ+. V sizing looks like absolute value, blocking nut FD as well as hands like K10/109 is a fold for me.
