I think you have to call. Since this is not a standard play by villain (it's probably not profitable for him to do this with any holding), it would be tough to put him on a range of hands and do the math to figure out whether you should call or not.

Even still, I would just call since the only hand I imagine you lose to would be QQ. I don't think people are jamming with a 9 or 88. He could still have TT, lower pair or a straight draw/flush draw
