There's so many wrong things with this logic, but the main one is you have bottom 2 pair, and he can easily have a flush.
Yeah you're supposed to bet small flop or check.
This is a very common problem for beginners, where you're trying to range an opponent, but you focus down on a single portion of his range and you can't see that his range is composed of many other different things.
You are seeing him having a 1 heart hand very vividly, without taking into account that he has a lot of non heart air, board pairs without a heart, FLUSHES, even better 2p and sets
