2NL - Top set on four-to-a-straight river card, confused whether to shove or check-back

I had a history with the villain where he cbet/call a check-raise with flopped TPWK, and raise shove on turn that paired the bottom card and he's a reg.
Preflop, I totally misplayed this hand by not 3-betting.
