Unknown villain

Expecting most players to fast play a set OTF especially OOP, possibly 2 combos of 89s and 1 of KQs that we lose to, suppose the question is whether villain bets AK for this size?

id fold river, hard for V to have bluffs here + I dont think he would size them this way

They always have AK when I'm in this spot, and I hate them for not 4-betting pre like a proper penguin.

It's pretty close. I don't think it's a bad call. It's an unknown zoom player. People don't fold to 3-bets anymore so he can have enough draws here to justify a call. You obv open up his bluffing range when you check turn, and he can have enough heart combo draws to bluff here.
