This 37/15 player over 2k hands is actually this player who I constantly see with stacks of 300-400bbs, so even though his stats are weird, he's definitely a winning player at NL10. So, that went into my thinking here. He definitely would bluff at a pot with that river, but maybe he was hoping I had an A, which is why he made the play he did.

Hey,

first of all, why do you not have 100bb? No matter the circumstances you should always have the full buyin on the table.

For the hand: I definitely would not say we can assume that villain is a regular at all. Flat calling EP when there is a limp already is not usually a line a regular would take.
Don't assume he is a reg because you've seen him with a few 200bb stacks before, he might as well be down the session and just rebought a couple of times or, well just ran hot.
I'm guessing this is a 6max table? Then A6s is not a raise over 2 limpers. Flop was fine.
Please always double barrel the turn, you have a double gutter and an overcard. He should fold most of his deuces, threes and fours.

The board is so dry and because you slowed down on the river he is inclined to bet a lot on the river. You even block 67 which is one of the few hands in his range that beat you. I always call this.

I know it’s weird. It’s like another dimension or something with this guy. His stats are terrible, yet every time I’ve sat down at a table with him, he’s up at least 2 buy ins, and no I’m not trolling.
