Villain unknown reg(50% flop cbet after 30 hands)

By his check on the flop and small bet on the turn I sensed weakness, so I tried to bluff(risk/reward was not bad). I would have folded in his place. Thoughts?

I think your hand selection for raising turn/shoving river as a bluff is way off. With 99 on that board if you think villain's bet their is often a (semi)bluff, call and hope to get to showdown cheaply. Is there ever a worse hand that is going to call? Nope. Do you have significant outs vs villain's calling range? Nope. That is just reckless play.

Ax with the ace of diamonds might be hands you could consider that with to get villain off of his JJ, QQ, KQ type hands. 99 has just too much SDV.
