Villain is a regular. In position, I elect to call here which I think is fine.

Perhaps one notable stat on villain is that at the time of this hand he had only cbet in 3bet pots 3/10 times.

Flop seems like an obvious call, turn doesn't change a whole lot. I'm not really sure what to do on river. When he 3barrels he's repping 99+ and missed flush draws (some of which now have us beat).

We don't block any flush draws, so I'm wondering if it's a call here?

OTR I'm folding I think. Villains' 3 barrel bluff tendencies at this stake are pretty low, in my experience.

This is not a great combo as you block queens which would not be betting river.

He has (at least) 99, KK+ and AKcc for value (13 combos). Maybe KQcc and 88 as well.
What are his triple-barrel bluffs? JTcc, A5cc/A3cc seem natural. You'd need him to triple with various other A5s/A4s and JTs combos before your hand breaks even. There seems to be too many hands that have you beat, and not enough natural bluffs in his range. If he's got a low c-bet frequency, I'd be very surprised if you're good on the river. You can possibly have some Kxcc hands of your own, plus K9s, 98s and JJ/TT (and 99/88 if you slowplay those) that are higher in your range, so Q9s looks like a fold to me.
