I plan on playing event 39, a 3 table shootout (1000 player max). When can I sign up to assure I won't be shut out of the event?

Quick question...event 39 has 2000 max entries. It's a shootout, so...

2000/10 = 200/10 = 20??? That's a big final table! Am I missing something?
